The LIFE4ADAPT project aims to contribute to the implementation of the National Adaptation Strategy, i.e. the Strategic Framework for Climate Change Adaptation, adopted by the government in 2016, and thereby strengthen Slovenia’s capacity to respond to climate change. Through the project, Slovenia will develop solutions for effective adaptation to increasingly frequent extreme weather events and long-term environmental changes.

The main project objectives are:

  • to provide support for the full implementation of the 2016 Strategic Framework for Climate Change Adaptation.
  • to provide knowledge and data and human resources for expert assessments needed to guide adaptation policies and measures.
  • to contribute to the development of transdisciplinary knowledge and to improve institutional capacities and cooperation between stakeholders to ensure faster achievement of climate change adaptation goals.
  • to accelerate the planning and implementation of climate change adaptation measures in regions and municipalities, including by upgrading the activities of the climate office.
  • to establish support activities that will enable an effective system of monitoring and evaluation of climate change adaptation, broader communication and exchange of experiences, information, awareness-raising, training and education of stakeholders.
  • to implement pilot climate change adaptation measures in a way that ensures replicability and contributes to the broader sustainable development goals, reducing greenhouse gas emissions, improving biodiversity and social resilience, including by mobilizing complementary sources of financing.

ZaVita is participating in the project mainly in the areas of Work Packages WP3 and WP4.

WP3 (Improving inter-ministerial cooperation and mainstreaming climate change adaptation objectives into sectoral policies) supports the implementation of the National Adaptation Strategy in three areas: mainstreaming adaptation into sectoral policies, expanded cooperation, and education, awareness-raising and communication. An interdisciplinary working group for adaptation will be established, which will meet regularly to ensure coordinated consideration of strategic and implementation issues of climate adaptation.

The aim of WP3 is to strengthen inter-ministerial coordination and policy coherence both between sectors and at all levels of governance. It includes training for public administration staff and for SEA and EIA practitioners. Key results are harmonised national policies, consistency of plans and measures with EU strategies and programmes, strengthened decision-makers’ competences, greater efficiency of SEA/EIA and ensuring the integration of assessment findings into the design of spatial documents and measures.

In WP3, ZaVita is actively involved in:

  • conducting training for preparers of environmental reports and environmental impact reports and employees on the topic of integrating climate change adaptation into environmental assessment procedures.

WP4 (Strengthening capacities and providing operational support for the implementation of climate change adaptation measures in regions and municipalities) builds on the existing activities of the Climate Office, which was established by MOPE in 2024 as the central technical and operational support mechanism for accelerating climate change adaptation.

The aim of WP4 is to strengthen knowledge and operational capacities. Key activities include analyses as a starting point for knowledge transfer, training, awareness-raising and communication, and close cooperation with relevant stakeholders (regional development and other agencies, municipal decision-makers, protection and rescue services, municipal services and the general public). The expected results include improved communication and support channels, 26 trainings conducted at regional/local level, support to regions in their integration into the EU Climate Change Adaptation Mission (at least 7 out of 12 regions) and development of at least three good practice transfer plans. WP4 will provide operational support to regions and municipalities in preparing risk and vulnerability assessments and in developing or upgrading and implementing adaptation strategies and action plans. Cooperation and exchange of good practices programmes will also be established; materials and results will be published on the Climate Portal.

In WP4, ZaVita is actively involved in:

  • improving cooperation with regions and local communities – meetings with representatives of regions and local communities on the topic of climate change adaptation projects;
  • support to regions in their integration into the EU Climate Change Adaptation Mission;
  • improving the planning of measures at the local level – implementing training and reviewing good practices in the field of preparing climate-adapted projects for public and other employees at the local level.
